Transformation to Competitive Employment Act This bill addresses employment standards for individuals with disabilities. The bill directs the Department of Labor to award grants to states and certain eligible entities to assist them in transforming their business and program models to support individuals with disabilities by operating competitive integrated employment businesses, assisting disabled individuals in finding and retaining work in such employment, and providing integrated employment and integrated community participation and wraparound services for such individuals. The bill prohibits the issuance of new special certificates that allow payment of subminimum wages to disabled individuals and phases out existing certificates over a six year period. The bill directs the Office of Disability Employment of Labor to award grants to provide technical assistance to employers transitioning from special certificates to competitive integrated employment for disabled individuals. Labor must contract with a nonprofit entity to conduct an evaluation of the impact of the transitioning requirements of this bill.

Support Disability Integration Act - HR. 555/S. 117. United Spinal staff attended and gave public comment before the U.S. Commission on Civil Rights briefing on the 14(c) program, which allows certain employers to run sheltered workshops for employees with disabilities and pay them less than the minimum wage. United Spinal supports the Transformation to Competitive Employment Act (S. 260/H.R 873), which is legislation that would responsibly end the 14(c) program. Submitted comment letter to Sen. Udall and Rep. Lowenthal opposing their ban on single-use plastic straws in all retail and service establishments. Single-use plastic straws are used by members of the disability community (those who do not have use of their hands) to drink. Support Domestic Workers Bill of Rights Act - S. 2112/H.R 3760

S. 260/H.R. 873 Transformation to Competitive Employment Act (TCE) United Spinal policy staff sent out a letter of support for S. 260/H.R. 873 the Transformation to Competitive Employment Act (TCE) to Senate and House staffers urging for passage. This bill seeks to assist employers in transforming their business models to support individuals with disabilities into competitive, integrated employment settings and to phase out the use of special wage certificates under section 14(c)of the FLSA over a six-year period. This is an important bill as TCE aims to ultimately remove artificial barriers to employment opportunities for people with disabilities. United Spinal signed onto the Consortium for Citizens with Disabilities comments to DOLs OFCCP concerning the proposed information collection for focused reviews of compliance with Section 503 of the Rehabilitation Act. United Spinal and CCD support OFCCPs plan to conduct focused reviews of compliance with Section 503. We believe the information that OFCCP is seeking to collect is critically important for assessing compliance. United Spinal, along with numerous other organizations as members of the Secure Work Coalition, sent follow up comments on ensuring successful employment outcomes for Social Security program beneficiaries. The letter read in part: Thank you for taking the time to meet with return to work stakeholders at the recent summit meeting on ensuring successful employment outcomes for recipients of Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI). Many of the Employment Networks (EN) invited to participate in the program are members of the Secure Work Coalition (SWC) and have shared positive feedback on the experiences and ideas discussed there with other Coalition members.
