CAA has lobbied in opposition to S.826, the Safe Skies Act, introduced by Senator Klobuchar. The legislation would apply Part 117 flight and duty time rules to the all-cargo air carriers which is something the industry opposes. We have also met with House offices opposing potential legislation in this area. CAA has also lobbied in opposition to H.R.5170 introduced by Rep. Carbajal on the House side. Mr. Carbajal's legislation mirrors S.826 in the Senate. CAA also lobbied in opposition to potential legislation requiring hardened cockpit doors on all-cargo aircraft. CAA lobbied in opposition to the "Fair and Open Skies Act", H.R.3632 that would impose unilateral restrictions on carriers seeking entry into the US and invite potential retaliation from the European Union and other international partners.
We have met to discuss our concerns with Flag of Convenience language that was ultimately removed from the FAA Reauthorization legislation signed into law in 2018. The all-cargo carriers are concerned with any changes to our current international aviation agreements. We have opposed H.R.3632 that was introduced by Congressman DeFazio (D-OR). Related, we have lobbied on the issue of Open Skies and concerns that our agreements may be modified or changed based on claims by legacy airlines the agreements are being violated by the middle eastern carriers.

Met with staff to discuss FAA Reauthorization and the taxes that expire on September 30, 2017. Related, we have lobbied on the issue of Open Skies and concerns that our agreements may be undermined.
CAA lobbied in opposition to the "Fair and Open Skies Act", H.R.3632 that would impose unilateral restrictions on carriers seeking entry into the US and invite potential retaliation from the European Union and other international partners.

We also met with staff to discuss aviation security and our thoughts on legislation that may improve the role of Congress. Additionally, we advocated for funding to allow third party canines to be used as primary screening tools for cargo screening by TSA.
