H. J. RES. 117, Making continuing appropriations for fiscal year 2013, and for other purposes. Department of Transportation Appropriations for FY2013 (including FAA) Department of Homeland Security Appropriations for FY2013 (including TSA)
H.R. 658, the FAA Modernization and Reform Act of 2012 S. 1813, MAP-21 and H.R. 4281, Surface Transportation Extension Act of 2012 AAAE supports a provision in the two-year Senate bill (S. 1813) that would exclude private activity bonds from the AMT for bonds that airports and other entities of state and local governments issue after the bill is enacted into law and before January 1, 2013, and is lobbying for that provisions inclusion in the final bill. On the House side, AAAE lobbied against an amendment that would prohibit airports from charging any fee (other than a fee charged to the general public for access to or use of any part of the terminal) to any provider of pre-arranged ground transportation service. Local Match Issue: AAAE and airports around the country urged Congress to retain the higher federal share in the FAA bill. However, lawmakers intent on reducing federal spending rejected airport calls to keep the higher federal share in place. Instead, Congress decided that only certain Essential Air Service (EAS) communities would be eligible to retain the 95% federal share.

The collective bargaining measure is a top legislative priority for the International Association of Fire Fighters, which AAAE has been battling over a separate proposal that could force airports to comply with excessive aircraft rescue and fire fighting standards.

H.R 4849, the Small Business and Infrastructure Jobs Tax Act - AAAE urged Congress to permanently extend AMT relief and the Build America Bonds program. Both actions would help airports move forward with critical infrastructure projects, improve aviation safety and stimulate the economy by creating good-paying jobs. H.R. 4899, Supplemental Appropriations Act, 2010 - AAAE opposed an amendment that would require state and local governments to provide fire fighters, law enforcement officers and other public safety with collective bargaining rights. AAAE opposes the labor proposal, in part, because it would take the decision-making process about collective bargaining rights from state and local government. H.R. 5893, the Investing in American Jobs and Closing Tax Loopholes Act of 2010 - AAAE has been working with the House Ways and Means Committee on securing AMT relief for airports for some time. In March 2010, the House approved H.R. 4849, a bill that would exclude airport private activity bonds from the Alternative Minimum Tax AMT for another year and extend the Build America Bonds program through part of 2013. S.3793, Job Creation and Tax Cuts Act of 2010 - includes the Alternative Minimum Tax (AMT) and Build America Bonds (BAB) provisions AAAE has been arguing for.
